פרופ' סאמי [סאמי מיעארי] מיעארי

אני פרופסור חבר לכלכלה בחוג ללימודי עבודה באוניברסיטת תל אביב. את התואר הראשון בכלכלה ומתמטיקה (2000), התואר השני בכלכלה בהצטיינות (2003), ואת הדוקטורט בכלכלה (2008) השלמתי באוניברסיטה העברית בירושלים. עבודת הדוקטורט שלי עסקה בעלויות הכלכליות של סכסוך פוליטי בשוק העבודה — נושא הממשיך לעמוד במרכז מחקריי האקדמיים והיישומיים.

במהלך הקריירה האקדמית שלי שימשתי בתפקידי הוראה ומחקר במוסדות בינלאומיים מובילים, בהם פרופסור אורח ע"ש Henry Hart Rice  באוניברסיטת ייל (2024–2025), עמית מחקר בתכנית Marie Skłodowska-Curie בבית הספר לממשל ע"ש בלווטניק באוניברסיטת אוקספורד (2017-2019), ועמית פוסט-דוקטורט במכון האוניברסיטאי האירופי (EUI) . בנוסף, הייתי עמית וחוקר אורח במכוני מחקר בינלאומיים כגון DIW Berlin בין השנים 2011 ו 2012, המכון לחקר העבודה  (IZA), הפורום למחקר כלכלי (ERF) והאקדמיה העולמית לצעירים (GYA).

לצד פעילותי האקדמית, אני עוסק מזה שנים רבות גם בעבודת מדיניות יישומית . שימשתי כיועץ לבנק העולמי, קרן המטבע הבינלאומית (IMF), USAID, DFID ובנק ישראל — בנושאים הקשורים לסכסוכים, שוקי עבודה, אי-שוויון ופיתוח כלכלי. בשנת 2012 ייסדתי את הפורום הכלכלי הערבי, מכון למחקר חברתי-כלכלי, תכנון אסטרטגי ועיצוב מדיניות עבור החברה הערבית בישראל. כיום אני מכהן כחבר דירקטוריון בקופת חולים מאוחדת וכחבר הוועדה הציבורית המייעצת למדד המחירים לצרכן

מחקריי עוסקים במפגש שבין כלכלת עבודה, כלכלה פוליטית וכלכלת סכסוכים, ומתמקדים בהשפעתם של סכסוכים אלימים, אי-יציבות פוליטית ואי-שוויון מבני על תוצאות כלכליות וחברתיות ברמת הפרט והמשק הבית. מבחינה מהותית, אני בוחן תעסוקה, שכר, חינוך, פריון, בריאות ועמדות פוליטיות בחברות המצויות בקונפליקט או בקיטוב אתני, עם דגש מיוחד על הקשר הישראלי-פלסטיני ועל הקשרים השוואתיים של קבוצות מיעוט.

ליבת האג'נדה המחקרית שלי נשענת על שימוש בכלים מתקדמים של זיהוי סיבתי, כגון ניסויים טבעיים, נתונים מנהליים ועיצובים קווזי-ניסויים, במטרה לחשוף את המנגנונים דרכם סכסוך ומדיניות ציבורית משפיעים על התנהגות כלכלית. מחקריי תרמו לשיח האקדמי בנושאים כגון אפליה בשוק העבודה, מגבלות תנועה, הקשר בין סחר לסכסוך, פערי שכר מגדריים ואתניים, הישגים חינוכיים בצל אלימות, והכלכלה הפוליטית של רדיקליזציה.

פרסומיי האקדמיים הופיעו בכתבי עת מובילים, בהם  Journal of Public Economics, Journal of Conflict Resolution, Journal of the European Economic Association, Journal of Human Resources, Labour Economics, Journal of Development Studies, International Labour Review, Acta Politica   ו Climate Change Economics  .מעבר לפרסום בכתבי עת, ערכתי וכתבתי ספרים ודו"חות מדיניות שמטרתם לתרגם ממצאים אמפיריים לתובנות יישומיות עבור מקבלי החלטות, ארגונים בינלאומיים והחברה האזרחית.

בשנים האחרונות התרחב מחקרי גם לתחומים יישומיים נוספים, ובהם הכלה פיננסית, טכנולוגיה פיננסית (פינטק), וחינוך פיננסי בקרב צעירים ואוכלוסיות ותיקות בקהילות מיעוט, וכן למחקרים על אי-שוויון בכוח האדם במערכת הבריאות ואספקת שירותים ציבוריים. לאורך כל תחומי עיסוקיי, אני שואף לקדם מדיניות מבוססת-ראיות בהקשרים המאופיינים באי-שוויון, שבריריות פוליטית וסכסוך מתמשך
